CONDUCTED TRAINING FOR INSPECTORS ON IDENTIFICATION OF ADMINISTRATIVE REQUSTS AND THEIR ENTRY INTO THE REGISTRY OF ADMINISTRATIVE PROCEDURES AND REQUESTS
The "EU for Better Business Environment – EU4BE" project, implemented by the World Bank with the support of the European Union and in partnership with the Government of the Republic of Serbia, aims to support reforms for further improvement of the business environment in the Republic of Serbia. The project started in June 2021 and will continue until June 2025, with a total project value of 5.5 million euros. The main partners in the project are the Ministry of Economy, the Republic Secretariat for Public Policies, the Ministry of European Integration, and other ministries and state administration bodies.
The EU4BE project comprises three components:
- Establishment of a platform for coordinating reforms to improve the business environment,
- Support for optimizing administrative procedures and the legal framework, and
- Instrument for flexible technical support.
One of the key steps to reduce the administrative burden on economic entities is to strengthen the efficiency and transparency of public administration, including through the census and the establishment of a public registry of administrative procedures and requests– the Registry of Administrative Procedures and Requests (RAP portal). Administrative requests represent the prescribed obligation of an economic entity to prepare, adopt, record, archive, and make available the appropriate documentation to inspections. This also includes providing suitable personnel, equipment, facilities, and other conditions in accordance with the regulations of the Republic of Serbia, to ensure smooth business operations.
Throughout 2022, until mid-2023, EU4BE conducted training for relevant inspections with the aim of training inspectors to recognize administrative requests and enter them into the RAP portal. During this period, 21 training sessions were organized, and 130 representatives from 44 inspections were trained.
Thanks to these training sessions and the continuous support of the EU4BE project and the Republic Secretariat for Public Policies (RSPP) to the relevant inspections in the process of identifying administrative requests and their listing through entry into the RAP portal, the process of identifying administrative requests (over 4000)was completed in November 2023. The process of their inventory is underway, i.e., entering them into the RAP portal with the support of EU4BE project and RSPP to the relevant inspections.
Concurrently with the entry of administrative requests into the RAP portal, EU4BE, in collaboration with RSPP and relevant authorities, initiated the process of optimizing administrative requests. In the upcoming period, the optimization process will focus both on administrative procedures and administrative requests in the selected industry, linking them into cohesive units and formulating business episodes through which an economic entity in the chosen field must go through during its operations in accordance with the regulations of the Republic of Serbia.
