Summary
With the launching of accession negotiations, national institutions are under pressure to draft pieces of legislation fully aligned with Acquis but also implementable and sustainable in the national context. The challenge is to find a balance between the necessity to quickly adopt or amend legislation and ensuring that the norms are well planned, communicated and consulted with stakeholders, affordable and meaningful in the national legal system.
This is why the experience of EU Member states is precious for national administration, to help them avoid mistakes and impediments. The EU has been assisting Serbian institutions to align their national legislation with the Acquis through the Policy and Legal Advice Centre (PLAC), ensuring the uninterrupted progress of the accession negotiations.
The project improved compatibility of the national legislation with the EU acquis and supported its implementation. High quality expertise and direct transfer of know-how were provided to national staff dealing with legislative harmonisation, through targeted advice, guidance and recommendations of cost-effective implementation mechanisms and sustainable solutions. It also helped improve capacities of relevant institutions to successfully carry out accession negotiations.
