This project has been designed to deepen and
extend the support being provided to the Government of Serbia through the
Sector Budget Support Programme to Public Administration Reform, which forms
part of the PAR Sector Reform Contract (SRC). The project is part of the
Complementary Support to the Sector Budget Support Programme.
This will support the on-going reforms
within the public administration system in Serbia through the provision of
policy advice, technical assistance and support to institutional and human
resource capacity building. In particular, it will help to strengthen further
the PAR strategic framework and the evidence-based policy making covering
policy planning, analysis, coordination, implementation, monitoring and
evaluation.
The project will contribute to further
development of the general strategic framework for implementation, monitoring
and evaluation of the public administration reform including its underlying
reform programmes. The Law on planning system of Serbia and accompanying
by-laws regulate the substance and management processes for the public policy
documents (PPDs) and regulations. The project is divided into three interlinked
components.
The first component will focus on strengthening
overall PAR coordination, monitoring and reporting mechanism, including in
relation to the PAR SRC IPA 2022, and the capacity building of the reform
proponents for coordinating, monitoring and conducting evaluations and ex post
assessments of their policy planning documents. The project will also provide
analysis of the effects of the Common Assessment Framework (CAF) implementation
in public bodies up to now, possibility of synergies of CAF/Quality Management
(QM) with the internal control area and support in follow up of the QM Roadmap
activities.
The second component targets support to
evaluation - impact assessments of the ongoing policies’ implementation
(2021-2025) aiming to underpin preparation of the new PAR Action plan for the
period 2026-2030 including the e-Government (2026-2030) and new reform
programmes for Improvement of public policies and regulatory reform (2026-2030)
and Public finance management (2026-2030). In addition, support to
coordination, reporting and development of the new Action plan for
implementation of Government programme (APGIP) is envisaged. In this segment
the project will also support ex-post analysis of civil service regulatory
framework in the respective areas with recommendations for improvement.
Within the third component set of activities are planned to ensure further elaboration and implementation of the strategic framework for PAR visibility and communication within the PAR Strategy. Further, the project will support national proponents in planning and implementing annual PAR visibility and communication measures, including on EU support in this area. Particular attention shall be dedicated to the preparation, monitoring and implementation of the Annual PAR Visibility and Communication Operational Plans that relevant national institutions develop on annual basis.
The Working Group for Planning and Coordination of Communication
of PAR related issues was formed at the beginning of 2023 and has close to 50
members, the so-called public relations (PR) network. The working group meets
regularly and carries out joint actions and promotion activities in the field
of PAR in order to intensify the PAR campaign and make the results more visible
to public. Implementation of the Annual Operational Plan is envisaged to be
monitored quarterly through the work of the subgroups. As defined, the work of
the Working group may be organized in subgroups which consist of the
institutions that are the bearers of activities planned for the quarter in
question.
